Putting it in writing, in every runbook, is what makes it real — a spoken assurance during onboarding does not survive a three in the morning judgement call. A time box makes it concrete rather than a matter of pride. Tracking the escalation rate is worth doing: a quarter with none suggests somebody is suffering in silence, which is exactly the outcome a rotation is supposed to prevent.
