Reversing a decision, and reading the original record first

A decision about to be reversed for the second time, and a record from 2021 that already contained the argument against reversing it.

Reversed, for exactly that reason.

Split it again, for scaling. which ADR-021 addressed:
> the isolation requirement is met by a process pool.

Reading the previous two records took ten minutes and ended a discussion that had been scheduled for an hour. The value of a decision record is almost entirely in the consequences section, and almost every record anybody writes is mostly context and decision — the part that pays is the part that predicts what would change the answer.
